This term is used to describe the evasion of the payment of VAT by concealing the non-payment of VAT through multi-transactions of the sale of goods in and out of the country to create a buffer against detection.
The starting point is that the original importer buys the goods VAT free from a trader in another EU country. The importer trades the goods on sometimes to another company set up as a buffer and charges VAT, but does not declare or pass the VAT to HMRC, and keeps it for their own gain. This can amount to a sizable sum where the gross value of the goods is in the millions of pounds.
Some carousal frauds do not even involve the transportation of the goods at all, which remain in the depot of the originating exporter while a number of virtual trades take place until they are eventually ?sold? back to them.
The evidence in a case like this can amount to volumes of productions and can take months if not years for the COPFS to investigate. It is possible to become an unwitting suspect of a carousel fraud, if the prosecution suspect that you were knowingly involved as a buffer.
